Master Eco-Polis. Workshop 2011. Costa dos Corais. BRASIL

Por segundo año consecutivo, el Master Eco-Polis regresa a Maceio, Estado de Alagoas en Brasil para continuar con la segunda parte de un proceso que iniciara un año atrás a partir del encargo que el Estado de Alagoas realizara al Master para la elaboración de un programa de desenvolvimiento de la Costa dos Corais.
El grupo de estudiantes trabajara durante todo el mes de Agosto con los actores locales de los diversos sectores y poblaciones que integran la Costa Dos Corais en la elaboración de proyectos innovativos de desarrollo local. Se realizara una serie de seminarios, mesas redondas, discusiones grupales, foros temáticos, etc.
La presentación de los resultados del workshop, junto con la de los proyectos elaborados tendrá lugar el día 26 de Agosto en el Palacio do Governo de Maceio.

RECIFE, BRAZIL, OCTOBER 13th , 2009
The second edition of the University of Ferrara EcoPolis International Master program has presented its findings and recommendations for the third and final workshop/research project of the year. The project, titled SUAPE Global / SUAPE Local; O Caminho Sinuoso do Desenvolvimento Integrado (A Winding Path Towards Integrated Development), was a big success, and well received by our local institutional clients/partners. The final presentation was the culmination of four weeks of site research and report preparation (from September 15th thru October 13th), working with local and federal institutions to develop projects and policy proposals for long-range sustainable planning efforts related to the SUAPE International Port development project on the Pernambuco coast. The port area represents one of the largest current investments for the Brazilian federal government, and the federally owned PETROBRAS oil company.
The project team of approximately 30 students and tutors worked closely with consultants from the Inter-American Development Bank (IDB), and benefited tremendously from the generous support of the Brazilian business development agency, SEBRAE (at both the regional and federal level). As a final outcome of the project, EcoPolis’ produced a 119 page document full of information about how the federal, state and municipal governments can better capitalize on the tremendous amount of investment and attention that has been afforded the Pernambuco region as a result of activities related to the SUAPE Port development.
METHOD:
For the fieldwork and analysis phase, the project participants were divided into five focus groups, strategically capitalizing on the multidisciplinary strengths of each of the team members:
• Governance and Institutions
• Urban dynamics
• Economics
• Region and Environment
• Geographic Information Systems
Following a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis, a series of Negative Scenarios were developed to highlight how existing weaknesses, if left unaddressed, could develop into major regional threats. Similarly, through the identification of local strengths and “best practices”, a series of potential opportunities were identified. This exercise led to the formulation of key arguments and approaches for the development of new sustainable regional planning strategies. The final strategies were articulated into a hierarchy of:
• Regional planning tools – for improving the implementation of existing large-scale governance strategies
• Technical methods – offering innovative approaches for addressing more specific urban planning and management activities;
• Specific projects – building off of local opportunities as well as “best practices” identified in other parts of the world, but applicable in the regional context; and finally
• Specific proposals – that could act as the first steps towards realization of the larger project goals and vision for more sustainable regional development.
Each tool, method, project and proposal was elaborated in detail, contextualized in the context of the local opportunities and constraints, identifying synergies with other project proposals, and providing reference and bibliographical information (as appropriate) for further study.

Workshop II - Progetto per Guaraqueçaba, Agosto 2008
Il progetto per la regione di Guaraqueçaba è appropriatamente intitolato "Quando o remanso do guará emerge, a mata envolve, produz e faz crescer". Il titolo è un gioco di parole, in portoghese e nella locale lingua caiçara, e allude al fatto che la regione può crescere e produrre, giungendo ad un forte senso di indipendenza economica e culturale, attraverso l'autodeterminazione e la capacità di sfruttare le potenzialità insite nell'unicità delle sue risorse naturali e culturali. Il lavoro si è incentrato sullo sviluppo concreto di una serie di progetti pilota che possono funzionare come un primo step per raggiungere gli obiettivi identificati nel documento di piano. L'analisi dello stato di fatto ha ripreso in parte il lavoro svolto l'anno precedente nella stessa regione all'interno del programma di Master MAPAUS, intitolato Alternativas de Desenvolivmento Sustentável Nas Vilas de Guaraqueçaba. Nella prima delle quattro settimane di durata del workshop, gli allievi hanno partecipato a lezioni e conferenze su Guaraqueçaba e, più in generale, sul contesto dello Stato del Paraná, che conserva una vastissima porzione della Foresta Atlantica originaria, oggigiorno area naturale protetta. Per capire meglio le condizioni del contesto, gli allievi e i tutor hanno viaggiato per quattro giorni attraverso la regione e hanno visitato le comunità locali, studiato fauna e flora e intervistato i dirigenti e gli amministratori rispetto ai problemi e alle opportunità del territorio. Il risultato del lavoro sul campo emerge nel progetto finale, che si configura come un tentativo accurato di proporre progetti reali che possano favorire lo sviluppo economico locale e che siano socialmente e ambientalmente sostenibili, poiché basati sul rispetto del patrimonio di risorse naturali e culturali esistenti. La presentazione finale del project work ha avuto luogo presso la Pontificia Universidade Católica do Paraná, a Curitiba e vi hanno assistito diversi amministratori e stakeholder che, per le mansioni che occupano, potrebbero essere in grado di attuare i progetti pilota proposti nello studio. Gli amministratori e gli attori locali che avevano supportato gli allievi durante il workshop, ma che non hanno potuto presenziare alla giornata di chiusura, sono stati contattati e messi al corrente della disponibilità, anche su web, del progetto finale.
